Spell description
This spell summons the foul rain, oily sleet and razor-sharp hail of the third layer of Baator, Minauros. This rain cuts visibility in half. The hail does 1d4 damage plus half of the victims movement rate (+6 if movement is 12) per round exposed to the elements. More damage occurs per round if victim runs (according to movement rate).
